How to retrieve the contents of a text file without opening it?

I am looking for a way to get the contents of a text file without actually opening the file. I have the following code:
System.IO.StreamReader file =
new System.IO.StreamReader(@”D:\Test.txt”);
string output = file.ReadToEnd();

If I put this in my program it writes out the contents of my file which is what I want. But when I try to call it from another solution it throws a FileNotFound exception which is what I don’t want.
Any suggestions would be great.

I think you can use the built in Class for reading a stream instead of the StreamReader.
