Why does xml.etree.ElementTree read.NET’s Exception stacktrace?

I have a function called MsgRead() in my C# application that reads a text file into memory and then writes it to a database. It works fine for most cases, but for certain files I get:
ValueError: element not allowed as child of element doctype
at line:
text = _xw.etree.tostring(doc, encoding=’latin-1′)

This is the part of the code that reads the file:
def MsgRead(path):
try:
file = open(path)
doc = xml.etree.ElementTree.parse(file)
text = _xw.etree.tostring(doc, encoding=’latin-1′)
file.close()
return text.encode(‘utf-8’)
except OSError:
print(‘Sorry, we cannot read the file, it is either inaccessible or is corrupted.’)
sys.exit(1)
except Exception as e:
print(e)
sys.exit(1)
finally:
return text.encode(‘utf-8’)

It’s reading most files without problems, but when it encounters an XML file with a DTD, it fails. I suppose it has something to do with the Exception Stacktrace. This is what the file looks like: http://www.interprys.it/?p=4780
