How to effectively communicate about a project using Scrum

I am trying to use Scrum for a team that develops an offshoot of an existing product. My boss does not see the need for a stand-alone product so he thinks Scrum makes no sense for the team. However, I disagree and would like to use Scrum as I feel it will more effectively manage the work and communication between all team members.
My boss says:

We are not going to stand up an entire new team.
The team will have a dedicated manager.

My questions:

Is it true that a Scrum team will never be led by someone who is not part of the team?
If this is true, it seems that my boss is using Scrum for evil (as opposed to good). How do I effectively communicate this to him?

How can I effectively communicate that a dedicated manager is necessary?

A:

At the end of the day, there is no real “benefit” to Scrum or any other development methodology.
They are ways to guide development and help people communicate.
The key is to teach them to their managers. As mentioned in the other answer, you can not forcefully impose something onto your boss. You need to convince him if it is a better option. From there it is a matter of planning and executing.
How to convince your boss with Scrum or any other development methodology?

Go to him and tell him what you have tried and its success or failure.
If it is successful, you can tell him the key idea is that it has helped team members communicate. That they are able to track progress and understand what is going on.
If it fails, try to understand the causes and propose an alternative.

The key to your success is to understand that your boss is not a Scrum Master. He is not responsible for making sure Scrum works. You are
