The early 1939, at the very beginning of the war, was the most prosperous time for the German economy. Many foreign trade channels were open, and the Luftwaffe gained its freedom. The only setback was the bankruptcy of the German aviation industry in 1935. Thus, not all airplanes were ready to use at the beginning of the war. By the end of 1939, however, production was already at the prewar level. The German economy could immediately follow the recent increase in the production of tanks and aircraft and develop weapons of greater effectiveness. This was possible because the economy was still so free that even more than half of the orders were unnecessary and an excess capacity could be built quickly. This was not even mentioned, if the desired amount was reached. When he took the reins of power in 1933, the then Chancellor Adolf Franz Schmitt envisaged a two-stage plan for reconstruction of the Wehrmacht. The first stage should have lasted until the end of 1938. In the second stage the Wehrmacht and the economy should have been automatically led back to the level of the Peace Treaty of 1919 by increasing the production of tanks. This stage was “snowed” into a one-year program because Schmitt made Hitler come to power in 1933 before the plan was implemented. Hitler was soon thinking about a new plan for reconstructing the Wehrmacht. He wanted to create a strong country with a strong army and a strong fleet. Since his experience with these plans was a total failure, Hitler asked Walter Raeder, the now retired former Naval Commander, to develop a plan for reconstructing the Wehrmacht. The idea was to perform the transition from a largely dependent military to a more independent one, an evolution already discussed for some time. The plan consisted of three main parts and was coordinated by Raeder. The first one was the procurement of new factories and materials. The second step was then the conversion of existing factories, mostly for the production of tanks. To raise the production level, they would have to be changed for war production. There was also the problem, that the resources were limited and so the rate of improvement of the war material was very slow. The third step was then the procurement of new material. Since the cost of raw materials was relatively low, it was decided, that these parts should not be increased, but that should be used for further procurement. The result of this plan was the plan Anlagenbeschaffung, or procurement plan. For the second part of the plan a new Armament Board was created in August 1938. The newly established Board was to take over the mission of the existing Armeeinspektion. The Board was supposed to co-ordinate the work and transfer the results of the work of Armament Inspectorate to the newly created Armeeinspektion. But it has to be remembered that the Board was not made by civilian bureaucrats, but was a military unit, and so could not to change the role of the Inspectorate.

To supply the war factories, the Board was supposed to start a new procurement plan. It was assumed that the Wehrmacht could not let itself delay the procurement, and that the Army should not have to go through all the shortages it experienced during the first year after the invasion of Poland in 1939. These problems, which were the main reason for the decline in the army, were intended to be resolved by the new plan. But the other problem was, that the factories were still dependent on raw materials and that the material situation was still not improved. Another problem was, that only parts of the factories had been built which were needed for the war.
