garou continues to run away as the three monsters pursue him. garou takes out his weapons and tells tareo that he’ll be fine. tareo states that it is an honor to fight alongside such an extraordinary hero. he then calls out to overgrown rover, thanking him for saving him. as garou runs towards the reactor room, tareo states that the power source he has been harvesting is within it. garou calls tareo a fool and says that he can stop his own body with his own power. as garou is about to enter the room, overgrown rover charges towards him, firing its energy beam. garou ducks and gets behind an entire room full of valuable machinery, where he plans to give his body a rest. the monsters, who have made it to the room, debate about how to beat him. super mouse suggests that they revive showerhead, which he considers, but the other two consider it too dangerous. super mouse suggests that they make the jump to overgrown rover, but unihorn refuses to pass up the opportunity to try to kill garou himself. they plan on using a combination of energy wave and energy tapping fist on the hero hunter. garou sits down on a machine and prepares to sleep. he then asks tareo if he’s ready to go, but tareo merely says that he is. garou calls tareo a coward and says that he should kill him and become a true monster. tareo replies that he can’t kill garou, as that would be against the monster association’s code of honor. as he is about to say that he has no honor at all, garou pulls a machine gun from his jacket and shoots tareo in the face. tareo falls to the floor in a pool of blood.

the shock of the death-shot causes the monsters to retreat. garou then ponders why he killed tareo. as he continues to do so, he becomes mesmerized by an energy form, which is actually tareo’s life-force. garou awakens and confronts tareo’s phantom, which says that he can’t kill garou because he’s a hero. tareo dies. garou is horrified, and sobs. a voice booms throughout the reactor room, demanding to know what happened, and garou states that he did it. a massive energy form emerges from the main reactor, and attacks garou. garou easily deflects the attack, but the form explains that the matter he has created is a lot more dangerous than he could have guessed. a second form then emerges from the reactor, jumping down onto garou’s head and smacking him into the machines. garou, horrified, states that he can’t die like this. he then calls for the machines in the room to attack the monsters, but the machines are, in fact, controlled by the monsters. garou awakens and runs out of the reactor, seeing the monsters in front of him. he calls out to the monster formations, saying that they are attacking the city. he then calls to the soldiers to come out and fight. the monsters turn around, seeing the soldiers. the soldiers begin firing on the monsters, which in turn fire back. the battle rages on. gyoro gyoro declares that garou is a genius, but that he is also a monster. the fighting continues.
garou and tareo make their way to a hideout to find out that the hero hunter is in fact a little girl named waganma who was kidnapped by the monster association. the hideout is also guarded by an army of monsters and is a test facility for capturing heroes. garou’s wounds are examined by one of the soldiers and he begins to recover. they manage to free waganma from the main cell and a group of monsters discover them. garou asks waganma if she is all right and she says she is. garou then recognizes the monsters attacking them as being trained by the monster association. as garou and tareo leave the hideout, they find that many other monster groups are on the lookout. in the middle of a street, a group of monsters are seen harassing a group of civilians. garou and tareo begin their journey to find the child emperor and rescue waganma.
