the naval force operating concept (of-19) was adopted in october 2001. the concept was presented to the chief of naval operations (cno) and other senior navy leaders for approval in december 2001. the concept provided for a force structure of a carrier strike group, an amphibious ready group, an expeditionary strike group, and a marine expeditionary unit. these would be supported by maritime prepositioning force, expeditionary strike group, and expeditionary strike group.

initially, the navy’s counter-terrorism (ct) missions were conducted largely by a variety of combined forces and, following the adoption of the of-19, by specialized units.¹ the principal operators included the naval special warfare development group (nswdg), naval special warfare task force, the joint special operations task force (jsotf), and a detachment of u.s. marine corps forces, pacific (marforpac). other operators included the naval criminal investigative service, and elements of the navy’s intelligence community.

by early october, u.s. navy surface combatants and submarines armed with tlams struck terrorist camps, buildings, and other fixed and mobile targets in afghanistan as well as al-qaeda training camps in northern iraq.⁴⁷ navy surface combatants and submarines armed with tlams conducted a series of strikes against al-qaeda training camps in northern iraq on 9 october, and a further series of operations against terrorist camps, training facilities, and other targets on 17–21 october.⁴⁸ on 25 october, mcfaul and providence launched a series of eight tlams against small al-qaeda training camps in eastern afghanistan. the missiles destroyed two targets and damaged two others; a total of five al-qaeda fighters died in the attack, and others escaped.⁴⁹ on 1 november, the john paul jones fired eight tlams at a terrorist training camp in eastern afghanistan, destroying the target and injuring several al-qaeda fighters.⁵⁰

eucom was already planning for the transition of its joint task force-north theater into the multinational force in iraq. efforts were underway to augment the force with several air component task forces (acft), and authorities were being sought for a number of additional acfts, including a marine expeditionary force (mef).51 to assist coalition ground forces in the mosul operation area of responsibility (oar), navy carrier strike forces, combat ships, support vessels, and ep-3 and e-2c aircraft deployed to the area from 25 july to early november 2003.52 the mef, which was tasked to conduct mio operations in the area of responsibility, was responsible for providing naval forces within the mef area of responsibility with logistic, command and control, and logistics support while the mef was deployed to the area. the mef served as the focal point for mio operations and conducted offensive operations against the republican guard, including a series of attacks against the al-faw peninsula, hamrin-ras, and the al-wafra border crossing.53 to help protect assets and vessels during the mef deployment, naval task force (task force) 100, based out of bahrain, was activated and deployed to the mef area of responsibility from 30 august to 15 november 2003. uss dwight d. eisenhower (cvn-69) and uss america (cvs-31) were deployed to the mef area of responsibility from 30 august to 15 november 2003, and uss enterprise (cvn-80) and uss carl vinson (cvn-70) arrived in the area from 14 november to 2 december 2003.
