I just have some questions about some phrases.

“It is raining or snowing there.”
“It is raining/snowing there.”

I was told that the first is better because we are losing the water. The other one seems to be more like “It is raining/snowing there.”
Which is true? Are they the same, or are they different?
Is there any difference between “How can I do this?” and “How do I do this?”

The short answer is that both are acceptable, but the second one is less likely to cause a grammar error.
The long answer is that the first one is becoming more common, at least in the US, whereas the second one is a bit dated. You might as well say, “It is snowing there.” I know in England we might say “It is raining.” “It is snowing here” is bad as it is somewhat difficult for people to remember which aspect of the weather is being described. But “It is raining” might be a little hard to distinguish from “It is sunny here.”
