An Orange County judge on Tuesday issued a temporary restraining order preventing the United States Department of Labor from evicting the main tenants of the Orange County Fairgrounds.
The department issued an eviction notice earlier this month to a family-operated mobile home park on the fairgrounds. Those who have lived at Fairway Court say the eviction notice came just as the school year was starting and after an attempted purchase was denied.

The judge’s order gives the tenants, the members of the Fairway Court Campers Association, 90 days to appeal the eviction to the state.
“I think they’re trying to shut us down and move us out at this point,” said Joe Koper, the camp’s on-site manager. “Just make it such there’s no question why is the Fairview is moving forward.”
The department of labor says they are following a rule that says when the government takes over property, it must give tenants eviction protection until the state has time to act.
The department is moving Fairway Court’s remaining 82 residents at the fairgrounds to another location in the state.
Meanwhile, Fairway Court is appealing the eviction notice to the state’s Labor and Employment Commission.
“We are fighting to keep our community together and to keep our home together,” Koper said. “I think our community is looking for a different vision here at the Fairview. The Fairview vision is to be a community.
The Fairview has been under the watch of the state for more than 30 years and was funded as one of the first mental health facilities in the state. The Fairview was closed by then-Gov. Arnold Schwarzenegger in 2002. The Department of Mental Health and Hygiene says a new mental health facility, Southeastern Regional Center, opened to replace the Fairview and the state is considering a plan that would relocate the residents of Fairway Court to the new facility.
Fairway Court has about 200 residents and because of the pending litigation, residents cannot move.
The department of labor says it hopes to have the Fairway Court case before a judge in December.
The Fairway Court incident comes at the same time as proposed cuts to the Orange County Fair Board’s budget, which has resulted in layoffs and reduced staffing. The board is scheduled to vote on the cuts at a Tuesday meeting
